I put the rotary cutter in a zip loc bag, no blade, put separately in the tub. When all items were put in the tub for X ray, the cutter was fine. I put extra blades in my checked luggage. The security guy had no idea what it was but it didn't flag as suspicious. I don't know why I went to that much hassle. I could have easily bought another one after I got to my destination and just left it or give it away when I flew back.
