I've used a child's 1piece footed pajama (the kind with a zipper up the front). Stuffed it with wadded up plastic bags or newspaper then dressed it in a pair of overalls and flannel shirt from goodwill. If you put the feet into shoes or boots then stuff them full the shoes stay on better. I just whip stitched the neckline closed and added a decorated foam craft pumpkin for the head (I cut a hole in the bottom of the pumpkin to stuff the neck of the pajamas into). After the season it can be disassembled for easier storage.
The pajama is the heavy kind. I think we used to call them blanket sleepers.
