If you used needle turned method, you can carefully re-sew it back down by hand. You thread your needle with matching thread and put a knot on the end. Put your needle in about 1/4 inch away from the appliqué (come up where your first stitch will be) on the top layer only and pop the knot through the top layer and into the sandwich. Carefully restitch the appliqué down by going through only the top layer and when you are finished, pop a knot into the sandwich in the same way as you started.
You could use glue or a little piece of fusible but I don't know how you would get the frayed edge turned back under that way.
