Are you placing the needle with the long groove to the front and threading it front to back?
Open the bobbin case door and watch the action of the hook. Does the hook rotate or oscillate back and forth? If not there maybe a broken gear. Or the hook timing may be off. These were inexpensive machines and they can get out of timing very easily and may not be worth fixing.

I have a Toyota Mini sewing machine-Model 6004. Found a manual,but it does not cover my problem...The bobbin thread does not get picked up by the needle-which does a beautiful stitch-but not locked,,has right bobbin-needle..any suggestions
