Default "Not intended for commercial use"

What is up with fabric that is marked in the selvage "not intended for commercial use". I was going through my stash yesterday and found a piece of fabric with that marked on the selvage. I think it was given to me, or bought as part of a garage sale group of fabrics. It seems kind of foolish to me to have these kinds of limitations on cotton fabric. Many, many of us make things that are for sale. What was even more astonishing was the fact the the quality of the fabric was horrible. It did not have a nice hand, it was stiff, thin, and rough and that is even before I washed it. It also said something about Spring industries on the selvage. I saw another piece at Christmas time that had the same restriction on it, and again, the quality was less than desirable. Your thoughts?
