Hmmm, I would have agreed with Peckish - that were was no curved piecing, and that the petals and circle were appliqued on after.
But it seems these are the templates for the block as originally designed.

Personally, I'd prefer to make a LeMoyne Star block, and then machine (or hand) applique the petals and centers on top of the star.
Much faster.
Better control.
All done via machine.
Still a great looking block.
Unless I was trying to channel my inner Jinny Beyer and give myself a hand-piecing challenge.
But the chances of that happening are, like, nil.
