12.5 is the size of the block when you are done piecing the block together (unfinished). Because most quilts are put together with 1/4 inch seams, once I receive your block and put it into my quilt, I will end up with a 12" (finished) block size in my quilt.
So,
unfinished means the size of the pieced or appliquéd block before it is put together into a quilt top.
Finished size is the size of the block once it is put together into the quilt top. Unfinished is 1/2" larger than the finished size.
