I thought this was extremely strange, but I showed it to my husband & he said it used to be quite common.
Collectors would buy a collection to get a particular stamp, then just use the other stamps for mailing.
He also said the Lincoln profile stamp was from a series starting in 1938 that had profiles of all the Presidents in order & number sequence. Washington was 1 cent, being the first president; Lincoln was 4 cent being the 4th president. he said the series went through the 1950's and that is how he learned the order of US presidents!

I sent the photos to a friend of mine who is a stamp collector, and below are her comments:

I looked up just a couple in my Mystic Stamp Catalog. The Martha Washington 1 1/2 cent one sells for .30 cents-Mint condition, 15 cents-Used condition. (This one is from the 1938 Presidental Series.) Then, the Abraham Lincoln one is from 1954-61 series, Mint condition .40 cents, Used condition .15 cents.

So there is some info for those who are curious!
