If your base measurement is 2" FINISHED for the 16-patch block, then the quilt size, as you've drawn it, will be ~60"x72", including borders.
Estimated fabric requirements would be:
16 patch blocks - Colors (total) and Neutral = 1 yard each
Pinwheels - Colors (total) and Neutral = 1.25 yards each
Border yardage not included.
And if you drew that layout, you don't need a pattern. ;-)
