I spoke with a friend on the phone back in Illinois and she read me an article from Midwest Living magazine that said you know you're in the Midwest when you see shorts with winter coats and flip-flops (fur-lined) in the snow. Surely these men own or could get long pants and shoes or boots. Do they not feel cold? Is this a "fashion statement"? Is this happening where you live too?
When I was in Jr. High we had a dress code. We wore dresses or skirts every single day no matter what the weather. I don't see that there's any difference.
