The reason I used construction paper is because I wanted to see the effect without worrying about the seam allowances.
If using fabric you will have to try out different size squares to see what you end up at. I think I would start with 4 - 8 inch squares? ( 16 inch block with no seams) You will lose 1/2 inch on the squares as you cut them in half diagonally and you sew them together, another 1/2 inch both ways as you make them into the Pinwheel block. ( 14 inch block?)
When you cut your Pinwheel block into 9 equal sections, you will be sewing seam allowances on all the pieces as you put them back together into a block. Minus 1 inch on both the vertical and the horizontal for a 12 inch block with no seam allowance so a 11 and 1/2 inch block sewn together? Math is not my thing so don't count on my calculations.
