You've not included enough information. 9 horizontal rows of 7 would indeed be enough if the blocks are big enough. What do you want for a finished size (IN INCHES) not simply "full". How much border do you want? How much fall do you want?

Sewing blocks into strips is basic piecing. How else would you sew pieces together?
