I think pretty much the whole point of cutting one full strip for the border is so that it can be done along the selvage/straight grain of the fabric which will stabilize the top and prevent 'wavy' edges, although there are other ways to accomplish this. If I don't have enough fabric to cut l-o-n-g strips to do this, I just piece them. Or make a pieced block border.
