Why don't you have a look at the free digitizing software at
www.sophiesews.com --you can create design from jpeg or clipart, and there are videos that you can also d/l that show you step by step. I have it and I've viewed several of the videos, but haven't actually done a design yet. It looks easy enough with the videos to guide you. I'm not versed in the formats you can save to, so you might still need a format conversion program for your particular need.
