Yes - however, if you add up all that cutting (8*3 3/8 plus 8*2) you get 43". If your fabric is wide enough, you just might be able to get that much out of one strip (though unlikely) but you surely don't need 2 full strips. I would cut just one strip, get as many pieces as possible out of it, and then see if I had enough scraps (assuming you've already cut other things from that fabric) to get the remaining ones rather than cut a second strip.
