Since it's a t-shirt quilt, I vote for fleece, or you could use flannel in place of batting and also use flannel for the backing.
I'm also very fond of minkee.
To keep minkee, fleece or even flannel from shifting, spray baste it. There are several video's on youtube about spray basting. My favorite so far is 505 spray baste.
