Same thing I would have suggested - -

Top and flannel or flannel sheet backing

Top, flannel, and backing

Top and (ordinary) cotton or cotton sheet for the backing - I remember my Grandma B made some of those

Top, thin batting (have to look for it), and backing

I suppose that - technically - a quilt is three layers -

But, as far as I know, there is no law that says that a cover or coverlet has to be any more than one layer!
