Sometimes it will depend on the browser you are using. A welcome screen comes up, to get rid of that you have to click on a location outside of the welcome page - off to the side. Then the utility will show up. If you get stuck at that point - I would try using a different browser (Firefox, Internet Explorer 9, ect) if you have that.
