I asked a friend who does a lot of spinning & weaving about this. He answered:

If you know a wood worker who has a lathe you may can have some bobbins made but I believe both of the ones pictured are broken/chipped. She is telling the truth about it being very old they did not use that style crank (from the foot peddle to the wheel) on any mid 1800 or later thing I have seen. It is a double drive wheel with flax distaff.
