I have made 3 very different yo-yo quilts--one my grandma helped with way back in the 70's- it is just yo-yo's, they are attached to each other- securely with no foundation- it is twin sized and we lay it out on top of a solid spread. the 2nd one is yo-yo's spaced about 1/2" apart- (appliqued) down onto background strips with a plain strip between each yo-yo strip. the 3rd has yo-yo's attached to each other in 9-patches- these are then appliqued onto backgrounds....when I say appliqued on I mean securely (applique stitched) down all the way around each yo-yo---not just tacked here & there. my sister has one that has yo-yo's attached to each other- then laid on a foundation with a button in the center of each yo-yo attaching it to the background. you can make it any way you want- lay them out, decide how you like them- together, separate, buttons, foundation, no foundation - in designs, rows, blocks, make it your own
