Finished block means the size when attached to the quilt, so if you take any finished quilt and measure a block on it, that is what is considered the finished size.
All you need to do is add 1/2 in to the measurement to get the unfinished size.

the size on the patterns is always an "aim for" to me....most times I am 1/8-1/2 in shorter.
No worries though, just add sashing or bigger borders and all comes out. Unlike clothing, which is why I quilt and dont make clothes.
