Samplers can be FMQ a lot of different ways. Of course you can do an all over. Or you can pick a stencil and repeat that motif in every sampler block or you can quilt every sampler block different with either a motif that repeats or throw all caution to the wind and don't repeat anything like I did in my batik block swap sampler
