Nanna, it is cast and machined. Yes, difficult to weld and because the handwheel rides up against it, it needs to be perfectly true. This is an uncommon machine so finding a part or donor machine is unlikely. I think I will just put it aside for now and see if anything comes along. The sad part is, I was trying to do right by this poor old neglected machine and already had it 3/4 of the way there. As you can see, it is still on the machine. It needs to come off to service the motor as the motor is cast into the head and has hidden wiring. Unfortunately, it is likely to become a donor machine itself but I am in no hurry to strip it down.
