The usual problems with motors are:
* Lack of grease, which would freeze the motor up when the bearings dry up, and
* Brushes wear out.
Both of these problems are fixable. If you can't turn the motor I'd clean out the old grease and re-fill it. If it turns OK but is just 'weak' chances are it's the brushes.
Another possible problem is that the foot controller isn't working.
Sorry for answering your question with questions, but I'd be going the easy, cheap repair option first and you haven't said why it needs replacement.
