I have never tried to separate a decal fragment from a piece of tape. However I have removed tape from over decals on machines by soaking them with sewing machine oil. The oil dissolved the tape and it came off with gentle rubbing. You might try that, and if the oil dissolves the tape goo then you might reattach the decal with Steve's shellac idea.
