According to what I read on the internet the costs to keep the farm operating are higher than the price of milk. As a result of that the farmers expand the farm, intensify production and keep the cows inside. This doesn't work but they still do it. This is going on in the North-Western part of Europe.
When I was young lots of young farmers went abroad (Canada, Australia) to start a farm there. Most of them didn't come back.
