a clover bias maker makes bias tape to use for things like applique stems, stained glass applique- things you need bias strips for- to do a double fold binding just cut your strips- either straight cuts (for straight edges) or bias cuts for curved (scalloped-round corners) edges. piece the strips together with a diagonal seam to reduce bulk- fold in half wrong sides together and press- then line up the *2* raw edges with the edge of the quilt- stitch around the quilt- miter your corners if you are- then fold the folded (finished) edge to the other side of the quilt & hand stitch over the seam from stitching it to the other side (or some people choose to machine stitch both sides. a bias tape maker makes a totally different *fold* ...but fyi- the measurement is the *finished* size of the bias tape- so if you buy a 1/4" bias maker you cut your strips 3/4" wide- pull them through the tool while pressing- you have 1/4" bias tape - so if the web site says 1 3/4" bias maker- you would cut your strips much wider than that (like 3 1/2") the makers do come with instructions and tell you how wide to cut your strips.
