No, it is called "stabilizer" and comes in a number of forms--some wash away when you are done, others look like interfacing/pellon and are not so completely removed. Some you just leave on, trimmed close to the stitching. I have purchased most of what I have at the Bernina shop, but I've seen them in JoAnne's.
