I have the TL-98Q which I think is almost exactly the same. I love this machine and it is capable of going very fast but my foot pedal does control the speed and I can stitch as slowly as I wish. I think you should get the foot control checked out. I once had a vintage Singer that wanted to race and some work on the foot pedal fixed this problem. Only top speed for this machine does not sound normal.
