I've seen them done many ways - but this photo really confuses me. The lady who taught me did hers by making double sided circles - white and colored. She would stitch them, together wrong sides together - turn right side out and close the opening - then she would tack them to a backing cloth at 12,3,6 and 9 oclock - colored side up - "fold" around the edges and stitch them down to the backing material.
