If you want to recreate the picture in an artful way, you could mix landscaping techniques. I just took classes at the Houston Quilt Festival just for this purpose. It's really dependent on the type of picture you are trying to replicate. You can actually have the photo reproduced onto canvas to look like an oil painting, you can layer fabric using heat bond or wonder under, or you can make a Monet-landscape using Endo Noriko's method.
