Unless your terrier is really old and infirm, or has a medical issue, it may be time for some new crate training. Vet check first, then training if warranted. Get rid of the issue and you won't need bandaid fixes, eh?
If it is really old and infirm, why not just use pampers?
Sewing thru sticky velcro is hard- it ain't happening. If you must sew velcro - get the sew-on kind, it works and doesn't gum up your needles.
