So far I have ordered a Blair catalog for her and a Talbot's catalog. Both seem to carry size 0P and 2P (4P seems to be too big), and mil likes Blair clothes -- just hasn't been able to find them in her size.

If anyone has other sources of 0P and 2P clothing for women, I'd love to find out about them!
Blair clothing is usually generous in the sizing compared to retail stores. Just sayin' But check out their return policy. Maybe you can return items without paying the postage?
