My baby only goes out when I watch her - the fence is there to keep her from wandering away. She's fairly deaf now and doesn't hear us call anymore. Also I watch my dd Pom and she looks very tasty to the hawks even when we are right there - plus she has no idea of boundaries without it. The neighbor has an electric fence, but they don't prevent other bigger dogs from wandering in.
