This happens in our area, too. Another thing to think about is leaving dogs in parked cars. Our veterinarian warned us that dogs are being stolen that way, too. They don't need to be purebred, just someones loved pet. The thieves watch for ads with big rewards and then claim they "found" the dog! We never leave our dog in the car, not even for a few minutes. One of us stays with her. One more stress in our current society, what a sad commentary. I am glad we are all seeing this thread as it is so important.
