Yes. each bag has 40 different fabrics and each bag can be the same. So lets say you are going to do 10 sets. You would get 40 fabrics and cut 10 (2.5") squares of each, then put one of each fabric in each pile. All the sets don't have to be the same though. If you cut your scraps into 2.5" squares you can make each set different if you want, just don't put in any duplicates in the same set. Is that as clear as mud? Lol.
