Maggie Malone (author of 5,500 Quilt Block Designs) attributes the Swamp Star block to Nancy Cabot. Here's more info on Cabot, but not on that block in particular.

It seems that she, like many others in the 20's and 30's, was fond of renaming blocks and making up stories to go with the new names.
