I believe those are blocks from one of the Patchwork Party BOM. I bet I know why they were not finished....they are to go around a medallion block. Mine are still waiting to be put together!
You are right! They were to go around a medallion block, and she even had that almost finished. But, since I didn't have everything to put it all together with the medallion, I just did it "my way." She had included a printout of how it was supposed to be put together, etc.
