According to the Encyclopedia of Piece Quilt Patterns, on page 280, it is called Star Spangled Banner - Shelburne (Museum?)

Sorry, no actual pattern for it, just a drawing of the quilt. The picture from tv is better.

It looks kind of like the person made blue triangles (star points) with the white edges (HST), then arranged them in the pattern and sewed them together for the star.
