It looks like a Free Westinghouse model called an “ALB Rotary”. I have a couple of them, but I don’t know much about them. Mine have that “Type E” on them too.
They’re very similar to the couple of New Home “NLB Rotary” machines that I have, but with a different motor setup. The NLBs have decals on them that say “New Home Exposition 1889”.
