If I'm going to buy an item on ebay the first thing I check is the seller's rating. I've never bought from anyone who has only had 1 item sold. I did buy from a person who had only sold 60 some odd items but he'd been a member of ebay for 9 years with 100% rating. Generally speaking to get your money back from PayPal you need to return the item with delivery confirmation to the buyer. Otherwise buyers would go crazy trying to get their money back while keeping the item.
As far as free shipping, it is included in the price. Many sellers do this and he says it in his blurb.
He also says contact before bidding, so the current bid price is jumping around because he is removing bids.
