If it’s got Simanco part number 25873 on it, it’s listed as a “Combination Guide” in the attachments for the Singer 31-15. It was probably an accessory sent out with other machines as well. It’s mounted on the bed of the machine with a thumbscrew and is for use with maintaining a constant seam allowance, even on curved stitch lines.
Here’s a photo of one mounted on “JR”, my Singer 31-15 Treadle. I was making pint-sized billfolds before Christmas. I have it pushed back away from the needle and snugged down out of use in the photo.
