You should quilt in the batting strips. You should always follow the guidelines on the batting package.
Now, I will confess. I have more than one quilt with W & N batting that I did not put extra quilting in the sashing strips. They are several years old. I've washed them many times and nothing has happened. I don't promise they won't fall apart the next time I wash them.
