Ok - sounds like this is an overhead fixture of some sort? Are the bulbs incandescent or florescent? It sounds like it might be the ballast in the fixture. Is this something your DH or a handy neighbor could replace? Most hardware/home supply stores will carry various ballast types and are pretty cheap. Can't hurt to replace the ballast even if it doesn't fix the issue long term.
