My Cinderella has a cut cord, too and no foot controller. The Countess had a TON of dried grease and some not so dried. Take her clothes off and clean and oil. The tension spring from a clone will do the job. Both cases are terrible. Someone re-covered one here sometime ago. It looked pretty snazzy.
