Th SPCA has a clinic once in a while that offers chipping for $25. I think you can also get a permanent liscence as part of that too. And the chips can migrate in the body, but I would think that if you have the vet check it once a year when you get your regular inoculation and checkup, you could double check to see if it was still in place...
