I am just guessing, but are you referring to a ruched section? if that is what you want, then look up Martha Pullen. She makes beautiful quilts with ruching, but she calls it 'puffing' when she demonstrates it. This method gathers two try googling Martha Pullen/puffing.sides of a long piece, and then sews the edges to other fabric to create what she calls puffing.
