They're called Taggy Blankets. I just made two for my twin grandbabies. There are tons of free patterns online for different ones. I saw one yesterday that was so cute! The center was a large yellow Minkee circle with the ribbons going all around the circle. The center had a face and became a cute sun! Be sure to use as many different textures as you can when making one. They're for sensory development. I used different ribbons and pieces of rick rack- silk, grosgrain, woven, etc.
