Quilter's Newsletter has participated in the Quilting in America surveys in the past, so I would guess it is legitimate.
The inclusion of the $1.00 is because return rate studies of surveys show that if a small incentive is provided, there is a greater likelihood of people filling out and returning the survey (regardless of the topic).
