The hand wheel is simply a hub that is a slip fit over a shaft. Over time the old oil turns to varnish and can literally glue the two together. Then the hand wheel will not disengage. You'll need to carefully remove the hand wheel, which might take soaking it with oil or Tri-Flow for a while so it can soften the old stuff. Once the wheel is off clean the inner bore of the wheel and the shaft with a good solvent, keeping it away from the paint, then dry and apply one drop of oil to each flat surface on the main shaft. Reinstall the wheel, stop motion knob and that should do it.
